A developer won't know anything about this. The way to connect to XBL on a xdk was found by modders. Its not released and probably only shared amongst them.

It is possible, but you won't know anytime soon (Not being a dick but it is not public)

I know i just know there are other communities to connect to besides partner net, i just didn't know if they would know if xbox live is one of them.

Simple answer: No.
The guy said that "it may be possible with some hardware modification if you can get the xbox to accept it."
I think it may be with swapping crap around from a retail to the XDK - so no idea, I don't own an XDK so no idea if this is possible.
