The maximum legitimate overall level for a character is 81 and a half. This is when you have achieved level 100 in every skill.

If you wish to get your level even higher then you will want to make use of the Ogmha Infinium skill book glitch.

NOTE: Bathesda are supposedly increasing the maximum level for your character in a future DLC.

I got mine to level 81 legitimately and it hasn't gone up in a while so...

Well 81 but if you really don't want to do a "glitch" per say. you could just go to jail over and over and decrease your stats then build them back up.
