My question is it possible to FTP into a retail console?

Wirelessly or hardwired?

Retail? No...

This is why RGH and JTAG's were created. If we could just FTP into it we wouldn't need JTAG's and stuff would we?

You would need a program to host a FTP server on the console.
Since MS would never make one for obvious reasons, this program could only be produced from the homebrew community.

Homebrew = Unsigned Code = NOPE.

tl;dr - No. It's not possible.
