If you're asking if the device comes with a 3G plan, then no, it doesn't. It comes with the SIM card and that's it.

You can activate it online (plan for 3G is only $14.99 a month) or take it into AT&T and let them activate it.

You don't have to purchase a 3G plan, though. If you're not going to use the 3G on it, then get a Wifi version of the Vita. You're just wasting money if you get the 3G and never use it.

Over here in the UK when you purchase the Vita you don't have to sign a contract you just get a SiM card that you have to top up to use.

I'm not sure how it would be in the US, but I really don't see much point in getting the 3G Console as it has next to no extra features.
You can only chat and send messages I think, not really worth the extra money in my opinion.

So I Can just Purchase it And i dont half to buy the 3g plan?
All i want is the game and the Memory stick because youll be saving money if you get the Bundle
