How can I Transfer/glitch a permanently banned xbox live account Rank to an other account offline?

You do the server ban bypass and try it.

Make a dummy account. Disconnect your live, unplug you Ethernet cord or disconnect you wifi. After all that play a private match on your dummy account to get player data for that account, or the account you want the rank for. Then just to the rank transfer glitch. You could give that a shot.
