It's something like networkscript.img. Try looking in there and see if you can edit anything in that. I hear 3 people (I hate pilots, I kill pilots, and one more, but I don't know the gamertag) have online scripts on GTA IV and I'm sure a few other people do too. If you could somehow get online scripts working on GTA IV, you would be VERY well known for just doing that. You would have saved GTA IV modding! I would script mod, but I don't know scripting. :p

You could release just the files for people to replace. No one is going to know how you got it online.
