No, use Horizon to extract the Save, then instead of clicking the second option, click the first instead and locate it using the box that will open.

I'll try to upload one soon, I'm just to lazy to go to my Xbox, Move my save to USB, extract Save, Upload, and post link.

Now extract your Gamesave to your Desktop, your USB should be plugged in.

Ok i did the first part now do do i use horizon again and how do i get the modded save back to my flash drive?

Ok after you use Liberty to Mod it, then just simply put your Save back on your Flash Drive, or first, delete the save that's in the Device Explorer on Horizon, then drag your new, edited save into Horizon and it'll work fine.
