most likely the people with 4 bars but i don't really know if there is multiple people with 4 bars thats all i can say.

I think its either whoever is in the game first and who has 4 bars throughout the length of the game

If you ever see everyone in the games bars drop to 1 and 1 person stays at 4, that person is host
