The circles are not moving, your eyes make it seem like they are moving though. Nice trick

Put your hand over most of the picture and stare at one part. It does not move.

Remove your hand, and they appear to move.

nice find it looks like they are moving when you look around but when you focus your eyes on one spot it's still.
