Could someone please tell me how to license transfer from a banned account, will give rep for an answer. Thank you in advance.

You can't do a License Transfer with a Banned Account. Due to the fact that you need to be connected to LIVE to perform a License Transfer.

There is no way of signing into a banned account due to the latest dash update. So in this case you cant license transfer
