hey i was just wondering if higher is better or if lower is beter

but the closer it is to 0 or 100 (not sure wich one) the better :\ sorry i couldnt help better

It's a good read (you only need the read the first part
)

The lower the better. If you're on a LAN you're ping will be between 1 and 10 ms usually and that's awesome.

Normal pings are usually 20-200. Anything higher than 200 and you'll notice some delay in games, web pages, etc...
