There WILL be noobtubes but Scavenger wont pick any up. So the person wont have any more then 2 per life. And I think you can't have Danger Close (or whatever the "Bigger Explosive Damage" perk will be) due to you choosing 2 perks and the 3rd being chosen for you by the game.
