If it is on a laptop that is why.
All Bethesda games do not work on any laptops unless it is an extremely expensive gaming laptop. Just something about most laptops components it even states this on Bethesda's forums.

No1 wrote I would get a different version of the game. I have one that works perfectly but I would have to tell you through a PM. If you download another one and it still does not work, then I would go to

canirunit.com

and check if your PC is able to handle the game.
I would also try to mess with the settings if you can and lower the game quality to see if that helps.
i tried canirunit for minec0raft since i was bneing slow and it never loaded.

I think your best bet would be:
Settings > Controls

Then change them to what you like maybe?

i had this same problem. you have to download PowerISO. and then when u download it, the skyrim iso file will have a orange CD as its icon. then you right click and go to power iso, and it should say like amount of drivers, and you change that to 1. it may ask to restart your computer after you do that but maybe not. after thats done, right click the iso file again, and go to poweriso again, and it should say "mount to drive E" or some other drive. click that. once it does thar, go to my computer, then find the drive you just sent the iso file to ( should be in the lower left hand side ). Click on the drive, then run skyrim from that. hope this helps! goodluck!

Completely false. My friend down in KY has Skyrim installed on his wifes computer and the computer wasnt built for gaming at all. Actually i wonder how it works on her laptop because my specs on my computer are better and Skyrim barely runs on mine(but i think it runs **** up cuz its pirated XD)
