Hey guys was just wondering if there is any free ios game programing software out there for free?

XCode is free and is kind of the standard thing to use, not sure if there is anything else out there.

Xcode is good but to publish you need together a dev licence
There is Theos however if you want to make mobilesubstrate plugins and app

Xcode is available in the Mac app store completely free. It does require OS X Lion however.

Remember, all iOS dev programs are for MAC. it is only possible to publish on mac, so it is impossible on windows.
Assuming you have a mac, you must also purchase an Apple Developer Program or you can't publish to the app store ($99)

If you are on windows you must run a virtual machine. (hackintosh)
