Honestly, unless it's a good friend then no.

There aren't any real trusted websites to go through.

Now that I think about it maybe try buying a MoneyPak at Walmart or whatever and adding the cash you put onto it to paypal thus not needing to us the card on paypal, you will use the balance you put on the MoneyPak.
