I Have recently been console banned on my 2009 ELITE Xbox, I Now have a 2007 Premium xbox HDMI that has no power pack, They are both different, I Was wondering if I could swap the place where you input the power pack from my banned console (2009), to my Unbanned console (2007), Please tell me if it would work and how would I do it, Thank's.

Or just buy a new power brick from ebay? At least I think that's what your asking.
Also you don't seem very confident with the blueprint of a Xbox so I would not suggest you yourself should be the one taking a soldering iron to it.

The power brick should work for both of them, I wouldn't think it wouldn't. Otherwise, powerbricks are very cheap. You can always buy them online.
