Keyvaults will always work they are what stores your CPU key and DVD key they are not some magical device that is used to get you online.The only reason they are related to online jtags is because microsoft bans your cpu key.

The links broken , and the best place to buy KV's from would be JTAG / RGH sellers.
They normally but a banned KV on anyway as they don't go online.
