Let's suppose my friend Bill got a license transfer from one of his friends, Bob. If I were to perform a license transfer from Bills profile, would I also get the licenses transferred from Bob, or just Bill?

You'd get your friends "Bill's" license. Not "Bob's."

Nope, you can only get the license and DLC from the main account that actually bought it.
