Ok my PC specs

Intel Pentium 4 CPU 3.99 GHZ 1 GB of RAM ( i know this is a FAILURE )

The display driver is a Intel 829/910 GL Chipset (integrated)

Should I just buy a new PC or just buy additional ram and a new display/video card?

You would need to replace every single part, so either way you are making a whole new PC.

Dont let others bring you down saying its crap and to just replace it.. If it is for browsing / minor gaming it's fine
I have a Pentium 4 3ghz HT, Nvidia gt 520 (cheap video card) , 4gb ram, 1TB HDD. And I get decent fps in minecraft and most general played games on the computer. But if you want to play modern games then I would suggest more ram / CPU /mb / vid card. You will pretty much need to build a whole new computer. Good luck
