Whats the best way to get money with/without my stats. Also what skill should i get 99 first or to use when i try to get moneys.

my advice for any money making is slayer..

you may not like it and it may not be quickest but you asked for a 99 might aswel go with combat.

or just grind of some skill like dung and frosts dragons annoying but consistent
