i relay want to learn how to make mods on gta. i used to be able to edit them on my old computer so i have a feel on what i am meant to do but i need to know if you are able to edit gta files on a mac

yeah but i already have gta iv on a mac and i don't want to download it for windows because i wont use it.
I don't know if this will help but you will probably have to install windows 7 on your mac.
