The v1.0 mods should work with these download links. Which one did you install? The chatpad or keyboard?

on 7s i downloaded the keyboard and chatpad versions and the chatpad is the olny working one

Both of the chatpad and keyboard versions work in my downloads. I did the keyboard convert myself.

I have no skidmarks either, I am unsure what that issue could be...

For people who are going to use the ped spawner remember it lags the game out after a while so don't spawn loads or you freeze yourself same the with neon lights

Just like Vox said. When going to spawn peds or neons or even the plane, DON'T hold down the button. Just tap it. For example, Neons is D-Pad Down + X, don't hold X, just tap it. The most neons I have had on my car without lagging is 3 presses of X (3 neons)
