*NOTE* your going to need to mod your gamerscore.
1.Mod your HAlO 3 Vid master achievements
2.wait atleast 24 hrs
3.go to [ Register or Signin to view external links. ]
4.make or sign in with your XBOX acc info
5.hover over stats and click my service record
6.it should show your vidmaster achivements and say something like "unlock Recon"
7.click unlock then restart your xbox and go on halo and BOOM you have recon

Could you give some information about the restarting the xbox, when should it be turned on? And what should you go on (halo 3, dashboard etc)?

well,if your xbox is ON when you Click the "get Recon" from bungie then you restart the xbox.
but if your xbox is OFF when you click "get Recon" all you need to do is turn it on.
and when you get on halo just go to appearance and you should have recon unlocked

I'm pretty sure its hard to get banned from this now unless you do something that catches there attention.

Your logic is flawed. I've done this to at least 5 different accounts, with none being banned for suspicious activity.
1.Mod your HAlO 3 Vid master achievements
Details? I use profile editor 2.0, but you can also use Le Fluffie. Google on how to mod gamerscore with those programs, as I'm too lazy to explain. Don't forget to rehash and resign your profile once done!

I never had to, as soon as I got the the profile on the xbox and the achievements properly loaded, I immediately went to Bungie.net to reclaim my prize. Keep in mind I added BS legit dates (Like the 7 on the 7th achievment on 7/7/09)

Near the lower middle of the screen, it will show the 7 vidmasters. If all 7 have color, text will appear below them saying, "Unlock my Recon!" If some do not have color, they are still locked, therefor you did something wrong. Look in the spoiler below for an image explaining it.

No, this is not necessary. Click "Unlock my Recon!" Once you are back on your xbox console, you only need to sign out then sign back in, letting it gather the new data, or in your case, your new shiny armor.
