Nobody "created" it, but it was popularized in Counter-Strike 1.6. People just saw people quickly scoping in and shooting, and thought it was a good on-the-go sniping tactic.

Nobody "invented" it, its just holding the left trigger then shooting.

People on PC playing counter strike used to do it weeks after the first game cam out.

no one is the owner of quick scoping, it just happened.. just like 360s, no scopes, etc.
