Yes you can download the ofw 4.11 from the playstation site then put it on your usb and then update your ps3 via usb

go on to the playstation website and download 4.11 OFW

Download your 4.11 firmware onto a thumb drive
Inside your thumb drive make a new folder named PS3
Inside your new folder make another folder naming this one UPDATE
Place your PS3UPDAT.PUP file inside here
By the sounds of things you may need to put your console into recovery mode so follow these steps if that's the case
Step 1: Turn off your Playstation 3.
Step 2: Hold the Power button down. The system will turn on and turn off once again.
Step 3: Once the system has been shutdown, Re-press and hold you finger until you hear 2 consecutive beeps.
Step 4: When you hear the 2 beeps take finger off power button. You will be promted to plug in your controller via usb and then press the PS button. The Recovery Menu will pop up
Once in your looking for the System Update option
Lastly........Good Luck.

Just do the same thing as if you were to put CFW on your console. Download the 4.11 OFW, make a folder called PS3 then another inside that called UPDATE then inside that folder place the OFW in there.
Slim console may require you to put your PS3 into "Recovery Mode"
