Well i did some research for you.
i guess the photo is called city lights

And i guess according to what the creator said
"I don't have a tutorial but its easy enough to just tell you.
In photoshop I used a channel mixer adjustment to make it black and white (you can use what ever method you like)
And then I just put a rainbow gradient in a new layer over the top of it and changed its type to 'softlight'
There was a lot of fiddling with other adjustment layers but that's the important part."
