what do you think would raise heart rate the most: weight training for 2 hours a day, or playing basketball for 40 minutes a day?

B-ball, Its more fast paced. Weight lifting is slower. So your heart rate will be lower.

What is this, homework?

I'd say Basketball, more moving and action and such.
Weight Training well, not really "moving."

As a registered physical trainer, I'd definitely say Basketball. More movement of the muscles and your body needs to supply more oxygen to your body so that you can still function. And so your heart is working even harder to supply the oxygen to your body.

Probably basketball because its more of a physical activity for your whole body. Weights is just in your arms and chest.
