I believe if you get a cd with a OS such as XP. Then you boot the laptop it should boot from CD and then run the install.

If it is just the fact that their is no OS on it that makes it broken then I don't see why you can just put Windows 7 on it.

When you've done that you should burn a restore disc.

its not nessessarily "broken" if there is no OS,
all you would have to do is reinstall the OS.
now it would be considered broken if you didnt have an OS and didnt have a hard drive to install an OS to.

and about "downloading" an operating system, it is possible (cause i do it too, ), but i will not give out info on how to do something like that.
just find like someone with the disc or something like that, and for a cd key you can prob search the internet or use like one off the back of a local library computer.
i can't assure that this will work, so if your in need of an OS and cant find one. theres always the idea of buying one from somewhere 8)

If the drive in there has not been reformatted and is the one that come with the system you may find it can be recovered with a built in recovery option (Sometimes F10 at start-up).

If you wish to check if the systems ok with an operating system you can all ways try a live cd (Ubuntu 10.04) if your unsure. If you have no special tasks to perform on your system and you only use it as a general user that operating system should serve you just fine anyhow.
