So i overclocked my pc the other day to a stable 3.4 ghz (AMD Athlon II 640 x4) It was running fine the whole day, the next day i pressed the power on button; nothing happened. ( my motherboard normally makes a beeping noise when it is booting but it didn't make that noise) and windows also didn't boot, it's just a black screen. I've tested my RAM, HDD and GPU but it is none of these. My motherboard (Foxconn am88gmx) has a clear CMOS pin/button on it to reset the bios, but this didn't work either. So now i have to buy a new motherboard or processor but i don't know what it is that isn't working. Anyone out their that could help me? I have enough money to buy a new processor and motherboard but if i can fix it there is no reason to buy new parts.

if the pc doesn't turn on at all when you pres the power button then yes you most likely fried your motherboard.

I don't think it's fried because all the fans still come on and stuff and they need to be connected to a working motherboard to work?

Your motherboard controls the fan of your CPU, but not the fans of your case. The problem is most likely your motherboard here.

But the fan for the CPU still works.

Doesn't necessarily mean nothing is wrong with it. Plus, if you tested your other components then there aren't many options left.
It's not your PSU, or else it wouldn't start at all. It will be either your motherboard or CPU. See if there's a store that sells hardware, explain your situation and ask them if you are allowed to return the product if it doesn't resolve the problem.

Hmmm...I might just buy a new motherboard then.
