Boot logos are for the actual startup, not respring. respringing is like closing and reopening windows explorer. the reBOOT, where the BOOT logo goes, is on startup, like restarting your computer. Either way, if you do not have the right tools installed, different boot logos won't work.

Depending on your device and the type of jailbreak your device might not be able to do full boot logo's but partial boot logos

if you have jailbroken the device and your boot logos are not working follow these steps:

1.) Click on cydia
2.) Go to the search bar at the bottom
3.) Type in (Without the quotes)" animate fix "
4.) Then a "tweak" (picture of the powered drill) will say animate fix for IOS 4.2.1-5.0.1 or something similar to that
5.) Click that then in the top right hand corner there will be a "install" button click that
6.) after done installing click your home button
7.) go to the settings icon on your homescreen
8.) scroll all the way down to boot logos
9.) click boot logos then choose the one you want
*you can hit preview if you want to see what the animation looks like
10.) after you have selected that hold your power button and slide to power off
11.) let it shut down completely then hold the power button again to turn you iDevice on
12.) your boot logo should show up right after the apple sign

Hope i helped

Bootlogos only work on 4.3 i believe. The jailbreak you have to use greenpois0n for..
