Have a look at the Vsonic GR06. It's a little over-budget, but worth it. Build quality and sound quality are unbeatable for the price.

I'd get the AKG K518 or the Fischer Audio Eterna if you want an IEM. They're both well under your budget.

IEM: Dunu DN12 Trident, Soundmagic PL30, JVC FXC51
On-ear: Koss Portapro, Koss KSC75
Over-ear: Superlux HD-681
The Superluxes and Kosses are open, but if you must have closed, I'd go with the IEMs at this budget. The open ones are fantastic, though!
