I'm thinking of improving my laptop memory from 3gb to 6gb.
Is 13 (approx $21) for 1x 4gb a good deal?

Well answer a few questions for yourself.
Am I running a 32bit or 64bit system? Usually 32bit Windows systems only support up to 4gb of RAM and depending on which version of 64bit Windows can support up to 128gb.
What is the RAM capacity on my laptop?
What type of RAM does my motherboard support? (i.e DDR2, DDR3, etc)
Does my motherboard support a single 4gb RAM module?
What is the best brand for my budget?
Just some basic questions, I may be missing some but these are I would say the fundamentals.Once you find out this information, you will have a better view on how to go about the task at hand.
