You need to prestige for gold titles.

there is no silver title in mw3 there is a metal looking title with no skulls but in order to get the gold title for the acr you need to have prestiged at least once and gotten the 1,000 headshots AFTER you have prestiged.

i seen a guy online level 80 no prestige and he has striker 1000 headshot title

You have to enter prestige mode in order to unlock golden titles.
