How do i set the permissions in my server (i have all the plugins and i start everthing up) to allow people who are or aren't in a town allowed to destroy in the wild, I want them to be able to destroy but not build atm it says

[Towny] Not allowed to destroy in the wild ---- along those lines, for people who are not opped so please can someone help me
