You'll firstly need hosting,you can either get free hosting, but I wouldn't consider running a full-forum on free hosting as it will have unexpected downtimes whenever you don't want it to; or you can go for paid hosting, which is a lot better and it removes some of the restrictions which you have if you're on free hosting.

You'd also need a domain or a sub-domain. If you're purchasing hosting then it'll usually give you a free sub-domain (unless you already have bought a domain from somewhere else).

You'd also need to download a forum-software if you're considering on starting your website as a forum. I would highly recommend downloading MyBB, as it's a free forum software, unlike IPB or vBulletin.

If you're new to this then it seems very complicated, but if you've been setting up websites for a while then you'll get the hang of it.

Make sure your hosting comes with a proper cPanel.

If you would like to start something up quick and easy without having to add everything, get a domain and download files, then I would consider looking into free forums, or try typing into Google: "Free website maker". this is pretty much all i can tell you, good luck!

x10hosting has already built in forum software so you don't need to download it externally unless you want to make major changes to it.

I heard a lot of bad reviews about hostgator. I use hosting24 and it's done pretty good so far.
Hosting24 has a cPanel so you don't need an ftp client. With hosting24 you get a domain when you buy a hosting package.
And yea this isn't really a tutorial, more of a bit of info and references.

Where's the option for hosting your own???? Don't leave that out! It's a very cheap alternative.
