i need help when i play gta 4 regular on my pc it runs slow and lags bad but when i use this commandline i found online it really small and runs good how can i fix this someone please help me

poor processor, lets you down badly..
may also be your graphics card that is poor too, not usually good in laptops
what the command line does is run your game in a small resolution, you can change the resolution in-game to a lower one.

What that command line does is put all the graphic settingsextremely low. Try take out -windowed and change width to 800 and height to 600.
That should do something
