I have an AverMedia HD PVR and when i record things, it wont let me open them in sony vegas. Does anyone know why

I believe it would be the file format. When you export out of the software, do you have a choice of what file type to save ask I use mp4 or avi.

no. as soon as i open it in sony vegas it says sony doesnt accept this file format and i dont know what it it

See there is your problem, it is the file format. Try and find a file converter.

i did that and it works but when i render it the quality is crap
