If someone is selling 10th then their account will be guarenteed to be 10th. The answer is yes.

The 10th Lobby Mod has become a huge event, but has gotten out of hand. There are only a few known trusted places and people that can bring you into a game. Please see the following link on some hazzards of trying to get into a 10th prestige lobby
