Right click the clips.. tick the disable resample box..
and also untick maintain aspect ratio.. then in video properties make sure its on 1280x720 and the same in render settings!

In sony vegas you can Event Pan crop, wich lets you decide how big you want it to be yourslef!

Your're using Vegas so right clip on your clip > 'Maintain aspect ratio. Also remember to disable re-sample. if that doesn't work try to crop the black box out.

than click on clip event pan cropin and change it
