I was playing Skyrim i saw some dead person on a stone blah blah... i think i solved it or what ever I'm trying to make this shorter but i went to the jail and a wizard-ish person was there talked to him i got another quest to patrol the streets and i've been doing it for days still nothing.

try sites that give walkthroughs for quests etc. Do you know the name of the quest and what the objectives for it is?

The quest is called "Blood on the Ice". It's a VERY buggy quest, and is required to obtain the house in Windhelm called Hjerim. I suggest you finish it before anything else. If a part of the quest won't trigger you should reload an earlier save. It's totaly worth it as Hjerim is the best house imho and you can't get it without finishing this quest.

SPOILER ABOUT THE KILLER
The killer is an old guy who gives tours of Windhelm. He is there once you first enter the city, I never expected it to be him...

For my quest, he was about to kill a lady, then I ran up and killed him, then it said that I completed an objective.

Anyways, for me, he was standing by "The White Phiol", near those three food/armor stands.
