I shouldn't think this would be a bannable offense (Well no risk of ban anyway) As there are countless games where you can mod the savegames, and nothing has come of it. (other than WaW)

You should probably give credit to maker of the save editor. I think it was Idlehands88 at 360haven (Not advertising, It's just right that you give credit when giving somebody else's content out)

I've used this countless times now and the only problem that I've come across is that the mob spawners will only spawn pigs, thats my only problem.
