I just got a new laptop, i did the setup and installed the required updates, i restarted it and now it wont turn on. The screen is on and there is a white line flashing in the top left corner like in CMD. Its been like this for 30 mins, is this normal?

Go to the computer section. You may get way more help. Try taking the actually battery out of the labtop, or try restarting it again.

I'm not sure if he is on about some kind of LABtop,

This happened to me a couple of time's go through setting to setting to find the problem.
