License Transferring through XBOX means that you are taking a piece of your console licensed software/apps/games , and transferring them to another user account.
The original intent of License Transferring was if, say, you were in the situation where your profile was hacked. You could transfer your stuff to another safe profile.

When you own a game, lets say MW3 and you download all the Dlc's. Then your xbox blows up, so you have to get a new one. What has happened to the map packs you have downloaded, you dont have to buy them again you just download them for free to your new xbox you also need to have the Licence so you transfer them from xbox live to your new xbox....Hope this makes sense

To illegally send a game to another person on Xbox, so they get the game for free by re-downloading it off of your profile to theirs.
