Is there a way to use items that people on the steam community made for a torrented skyrim?

If you mean community made as in the Dragon Weapons then no. If you have a torrented skyrim it must be connected to steam since its a Weapon DLC.

that is not true go to program files x86 then go into The elders srolls v skyrim, then into data then unzip the mod in there you need the latest update or youtube it

This guy is correct. To install mods all you need is the latest update. Find a torrent with the update and a manual install tut on youtube.
