Why would you want a game to be modded? Just loses the point of the game.

hopefully mods arent released for the first year or so, then when the game dies out and R* lose interest releasing mods wouldnt be as bad of an idea. but the game will be modifiable however people will need to develop programs to open and edit the games archives and files. the reason tbogt was modded before the disc was released is cause they had experience from IV but they wont have that for a while on GTA V

Confirmed No.
All new games have XGD3 Format. With that being said there WILL be CIV Checks ( Content Integrity Checks ). You know what that means?
NO iso mods!, however, possible USB. But I highly doubt a USB will allow flying cars.
When you put the disc in and it starts up, the data of the disc is checked against the original data.
At the moment there is no bypass.
So a strictly No at ISO modding the game and is safe from major mods.
