Turn off pc, then on boot up repeatedly press F9 and a boot loader should appear, click on recovery and it should take about 30minutes and that should be your pc formatted and Restored to factory settings.

The process is different across different manufactures and models in what you have done.

The way you have shown is recovering from the recovery partition, not how to format the PC.

Hope this clarifies the difference.
