If you are under 18 your parents can authorize you to play it.
Same with online.
No bans are needed it will take the game makers profits down.

honestly the majority of the online gamers that play rated m games are younger than 18 im 16 and i play. In every lobby there are people that are young so if they made it so you have to be 18 they would get no money because little kids are buying all the games now and if you play video games regularly over the age of 20 that is kind of sad .

The rating on games are just for when buying it. As long as someone over the age rating buys it for them then it is fine
