Not all worlds have clay as far as I know. It's pretty rare for some reason. If you really want clay, and don't mind starting over, I suggest you look up a seed with clay. I heard the seed '888' has clay, and 'PooPooChooChooTrain' (a map with a lot of snow and ice, and the clay is all the way in the upper left corner).

The changelog for the PC version says this for BETA v1.6.5: "Clay is almost nonexistent in newly generated worlds. Clay only generates if the x and z coordinates are the same". And in BETA v1.8 it says the following: "New ocean floor; random mix of sand, dirt, and clay. Because of this, clay is much more common".
So more clay will appear, but only when the Xbox version is going to be up to BETA v1.8, and I have no idea when that will happen.

Also, just to let you know, when they update to 1.7.3 (which probably won't be for at least a month), you still need to create a new world for the new clay generation to be in effect. The update will not affect the clay in your already created worlds.
