Dual Xeons which are more ideal for a lower end server build, Windows XP, very low end video card that is on par with onboard video and gets lapped by an AMD APU. Honestly, if you're wanting to game on a PC with this small of a budget, stick to consoles because you're not going to get anything good, new or used. $600 CAD is usually the lowest you'd want to go without ending up with a half a$$ APU build.
