Okay so in the E3 interview on Dawnguard, they said they will add a new perk tree for werewolves and vampires. So do I need to make a new character since I'm level 81? Since I'll choose to be a vampire lord.

No, they mean that there will be a new perk tree for werewolves and vampires, kinda like the smithing tree except whichever creature race you choose you'll only level up the one tree.

You won't need to restart, I don't believe it uses PP's

(Perk Points)

Anyways, I think feeding as a vampire lord raises up those stats for sure not PP usage from leveling up.

yeah i think it works this way, feeding as a vamp lvls it up and eating corpses as a wolf does too
